How to Make a PDF on Your Phone | Photos, Paper Documents, Receipts, IDs and Forms by Task

"Please combine the photos into one PDF." "Submit the documents as a PDF." You get asked to send things as a PDF more often than you might expect. But the right method depends on what you want to turn into a PDF. This article sums up, for each kind of item, how to do it on an Android phone, and points you to a detailed guide for each.

In short: paper documents, receipts, and IDs in front of you can be photographed into a PDF with "Scan," and photos you've already taken can be combined into one PDF with "Create PDF from images." Both are in PDF Toolkit, a free Android app (the free plan shows ads and adds a small watermark).

How do I turn photos and images into a PDF?

For photos already in your camera roll, "Create PDF from images" in PDF Toolkit combines the photos you select into one PDF. The order you select them in becomes the page order, and you can still change it afterward with "Reorder Pages." With this method each photo becomes a page as is, with no deskewing or cropping. MediaToolbox's "Convert Images to PDF" can also build a PDF from photos taken with the camera or already saved on your phone.

How do I turn a paper document into a PDF?

If you have the paper in hand, use "Scan" in PDF Toolkit. When you take the photo, the document's frame is detected automatically, and you get a PDF that has been deskewed and cropped. For multi-page documents, keep adding a page after each shot and save them all as one PDF at the end (up to 30 pages per scan). For a clean result, shoot from a position where all four corners are visible, in a bright place with no shadows on the document.

For details, see How to Scan Paper Documents into a PDF on Your Phone.

How do I combine receipts into one PDF?

For receipts in hand, use "Scan" and shoot them one after another into a single PDF; for photos you've already taken, use "Create PDF from images." In a month with more than 30 pages, scan them into several PDFs and combine them with "Merge PDFs." Give each file a name that shows the month or purpose, such as "2026-10_transport," and run "Make text searchable" (OCR) so you can search by store name or amount. Faded print and handwriting can be harder to recognize, though.

Whether a PDF of a receipt meets tax record-keeping requirements (such as Japan's Electronic Books Preservation Act) depends on the transaction and how it is stored. This article covers how to use the app and does not judge those requirements. If you need to be sure, check the National Tax Agency's guidance or ask a tax accountant or your company's accounting staff.

For details, see How to Combine Receipts Into One PDF.

How do I turn a driver's license or other ID into a PDF?

"Scan" the front, then the back, and you get one PDF with the front on page 1 and the back on page 2. If light reflects off the glossy card or its hologram, the text can become unreadable, so try changing the angle slightly. After saving, zoom in and check that the name, address, and numbers are legible before you submit. For documents that carry a number, such as a My Number card, send only the side the recipient specifies.

Shooting and PDF conversion happen on your device, and the app never sends your documents to an external server.

How do I fill in a PDF form I received and send it back?

Save the PDF from the email to your phone, then import it into your library with "Extract pages" under "Tools" in PDF Toolkit, keeping all pages selected. Choose "Sign / write" from the ︙ menu of a page in the imported document, and you can write on top of the fields with your finger. There is no feature for typing into a PDF's form fields with the keyboard. Once you tap "Save," your writing can't be undone, so check that nothing runs outside a field and nothing is missing before you save.

What can I do after making the PDF?

  • Combine several PDFs into one: "Merge PDFs" (select two or more PDFs)
  • Make the file smaller: "Compress PDF." Because it rebuilds pages as images, text can no longer be searched or copied, and image quality drops
  • Make the text searchable and copyable: "Make text searchable" (OCR)
  • Fix the page order or orientation: "Reorder Pages" and "Rotate"

What if I want to turn a PDF into images instead?

When you want to post one page of a PDF on social media or paste it into a slide, "PDF to Images" in MediaToolbox exports each page of a PDF as a JPEG or PNG image. In PDF Toolkit, "Share as image" in a page's ︙ menu also sends one page at a time as an image.

For details, see How to Convert a PDF to Images (JPEG/PNG) on Your Phone.

Every PDF Toolkit feature is free to use, but the free plan shows ads, and PDFs you share or send carry a small "Created with PDF Toolkit" at the bottom of each page. You can remove it with "Export without watermark" (watching one video ad covers that PDF once) or the one-time PRO purchase. MediaToolbox is also free to use, with ads (a one-time PRO purchase hides them). Both are Android-only apps and are not available for iPhone (iOS).

In summary

To make a PDF on your phone, the basics are "Scan" for paper in hand and "Create PDF from images" for photos you've already taken. Name your receipt PDFs by month or purpose, scan the front and back of an ID one after the other, and import a PDF form before writing on it by hand. Before you submit, check that the text is legible and that the file meets the recipient's requirements. For detailed steps, see each guide.
